The “Telecommunication Sector”,
which is regulated and consisting of, or the body that will be formed and empowered to act in accordance with the prevailing regulations, consisting of a system or apparatus that is used for the extension of communication over a distance and/or the conversion of the original communications, including but not limited to all forms of radio, telegraphy, television, telephony, data communication, computer network and Telechronology and trade;.
The medium term goal is to maximize telecom’ contribution to The Country’s development through an efficient and effective telecommunication system. A major objective is to improve financial independence and complete the Network Development Plan with a focus on upgrading the existing network. The Government recognizes that information provision in a useable format at the lowest cost is an important determinant to ensure effectiveness and efficiency of the markets. As such, the Government’s goals for the sector are to develop an efficient, cost-effective and reliable telecommunications system and to ensure that the system delivers high quality services at competitive and affordable prices. The medium-term objectives of the Government include:
Rehabilitate and ensure an automated basic telecommunications network;
Complete reforms including privatization and equity divestment to improve the efficiency, service delivery and profitability of system operators and manufacturers;
Ensure that asset divestment includes earth stations, radio and TV transmitters and where full transparency and fair value is applied;
Open the sector to further competition and expand and encourage services in cellular phone and internet phone and services using LAN, CPE and CMPC;
Ensure fair competition in bidding for licenses and no discrimination against foreign investors;
Establish a self-financing mechanism for sector investments and debt servicing;
Improve the quality and density of telecommunication network and extend its coverage;
Implement capacity building programs for telecommunications institutions;
Revise the Telecommunications Law, focusing on sector structure and privatization, structure and responsibilities for regulators, system operators and manufacturers where applicable.
Formulate a Master Plan on Postal Sector Development and implement the related projects; and
Introduce postal saving service throughout the country by establishing an electronic mail network and create financial independence by increasing the postal revenue.
